Lisa Flowers Missing Since 1991: The Unsolved Milwaukee Disappearance

More than three decades after 23-year-old Lisa Flowers disappeared in Milwaukee, Wisconsin, her case remains unsolved. Lisa vanished on August 15, 1991, after going to work and apparently beginning her trip home. She never arrived, and her family has not heard from her since.

The Day Lisa Flowers Disappeared

Lisa Flowers was 23 years old when she disappeared on August 15, 1991. She was approximately 5 feet 6 inches tall and weighed about 120 pounds, with black hair and brown eyes. Public case listings say she was wearing a white shirt, black jeans and black shoes.

Lisa worked at the Just Like Home nursing home in Milwaukee and normally traveled by bus. According to Milwaukee police records later obtained by Media Milwaukee, Lisa’s mother, Melba Flowers, saw her at approximately 2 p.m. on August 15. Her boyfriend at the time, Anthony Taylor, reportedly spoke with her by telephone at approximately 9 p.m.

Lisa reportedly told Taylor she was on her way home from work. She never arrived.

Public agencies continue to use August 15, 1991, as Lisa’s official missing date.

Her Route Home and the No. 30 Bus

Lisa relied on public transportation to get to and from work. Police records obtained decades later provide an important detail about her normal route: she used the No. 30 bus.

Her employer told investigators that Lisa left work and subsequently stopped reporting for her shifts. She also never returned to collect her remaining paychecks.

According to those records, Lisa had previously mentioned seeing gang members at night near a parking lot along the route she traveled to reach the bus. The bus driver interviewed by investigators did not remember Lisa boarding his bus that night, although investigators could not rule out the possibility that she took a different bus.

There is no publicly confirmed account establishing exactly what happened between Lisa leaving work, her telephone conversation that evening and her disappearance.

Events Before the Disappearance

Police records reveal that there had been some tension between Lisa and her mother shortly before she disappeared.

Lisa and her mother had reportedly argued, but Lisa returned on August 12 and apologized. She gathered some clothing and told her mother she planned to house-sit for a friend who was leaving town. She indicated that she could be gone for several days or approximately a week.

About a month later, while cleaning Lisa’s room, Melba discovered that some of Lisa’s belongings had been packed into boxes. She also found addresses in a phone book and a piece of paper containing a telephone number associated with the name “Jermaine.”

Investigators traced that number to a man identified in the records as Gerold Campbell, who also went by Jermaine. According to the police records, Campbell said he did not recognize Lisa from photographs. He reportedly believed it was possible he had encountered her previously at a tavern but could not remember her.

There is no publicly reported evidence identifying Campbell as responsible for Lisa’s disappearance.

Theories and Reported Sightings

Investigators explored multiple possibilities.

One theory considered by police was that Lisa may have traveled out of state to have a baby. Investigators reportedly contacted Planned Parenthood clinics but found no record supporting that theory.

Over the years, Lisa’s mother and others reported possible sightings. People believed they may have seen her on buses and at locations including Capitol Court, Teutonia Avenue and the former Grand Avenue Mall. Her mother also reported possible sightings, including one involving a woman in a silver Cadillac in 1997 and another after believing she recognized Lisa in television footage concerning women living in shelters.

Police followed up on numerous reports. According to the police records reviewed by Media Milwaukee, investigators checked 66 reported stories or possible leads without establishing Lisa’s whereabouts.

None of the publicly reported sightings has been confirmed as Lisa.

A Case With More Questions Than Answers

For many years, public descriptions of Lisa’s disappearance contained only a few sentences. That changed substantially in December 2024 when Media Milwaukee published reporting based on Milwaukee Police Department files obtained through public-records requests.

Those records revealed details about Lisa’s employment, transportation, family circumstances, boyfriend, reported sightings and investigative leads that had not appeared in the commonly available missing-person summaries.

They did not, however, establish what happened to Lisa.

The records also illustrate why some details surrounding the exact sequence of August 15 remain difficult to reconstruct decades later. Public databases generally state simply that Lisa went to work and did not make it home after her shift, while the released police material contains additional accounts concerning who saw or communicated with her that day.

Latest Information on the Investigation

As of September 2026, Lisa Flowers continues to appear in the Wisconsin Department of Justice missing-person clearinghouse and on the Milwaukee Police Department’s long-term missing-person list. There has been no public announcement that she has been located or that her case has been resolved.
